SRBX is building a stronger regional presence through locally engaged builders councils that connect members with the political, economic, and community growth.​
The Placer County Builders Council is engaging local candidates, regional partners, and business organizations as the county continues to experience major growth.
The Solano County Builders Council is convening contractors, landowners, business leaders, and community stakeholders around major regional development conversations.

Government Affairs/PAC Committee​​

​The SRBX Government Affairs/PAC Committee reviews pending legislation, regulatory and policy changes that may impact the construction industry at the federal, state and local level.

The PAC Board conducts interviews and may elect to take action to support candidates who support our industry priorities or initiatives that may provide shovel-ready projects for our members.

In the News: Government Affairs at Work​

SB 84
​Fair Compliance Reform

On Wednesday, July 9, 2025, SRBX CEO Jordan Blair joined Senator Roger Niello, Senator Angelique Ashby, and other Senate leaders at the California State Capitol in support of SB 84 – Fix It First ADA Reform. The bill seeks to support small businesses by allowing them an opportunity to correct unintentional accessibility violations before facing legal action.

SB 84 addresses a growing challenge for small business owners: the risk of immediate legal action under California’s uniquely strict accessibility standards—often without prior notice or time to make corrections. By establishing a “fix-it-first” period, the bill encourages real access improvements while reducing unnecessary legal burdens.

Senator Niello stated, “People with disabilities deserve accessibility, and businesses deserve the opportunity to fix compliance issues before facing harsh legal consequences. I am glad to be part of the solution that strengthens disability rights while safeguarding small businesses from exploitative lawsuits.”

AB 1927 – Expanding Career Technical Education Pathways​

On April 24, 2024, Sara Noceto of Smith Policy Group testified before the Assembly Education Committee on behalf of the Sacramento Regional Builders Exchange and the California Builders Alliance in support of AB 1927. The bill supports the expansion of Career Technical Education (CTE) programs across California to help close the skilled labor gap. Noceto emphasized that “our Construction Industry Education Foundation introduces and empowers high school students to pursue careers in the built environment, including the skilled trades, serving nearly 10,000 students each year through interactive programming at schools across California and in four other states.”

“For every five construction workers preparing for retirement, only one is in the pipeline to replace them,” Noceto said. “AB 1927 will help expand CTE pathways and increase access to credentialed instructors.”

SRBX thanks Assemblymember Alanis for his leadership and urges support for this important workforce development measure.

AB 1435 – Supporting Business Clean-Up Relief​

On April 21, 2025, SRBX CEO Jordan Blair joined Assemblymember Stephanie Nguyen, Mayor Kevin McCarty, and local civic leaders to support AB 1435 – The Business Clean-Up Relief Act of 2025. This legislation provides a five-year tax credit (2026–2030) for business owners facing cleanup costs due to displaced encampments.
 
“Illegal dumping and vandalism puts job site safety at risk and slows down construction projects,” said Blair. “AB 1435 helps offset those cleanup costs so contractors and property owners can stay focused on their work.”
 
The press conference underscored the burden faced by contractors and small business owners who are routinely left to handle the aftermath of illegal dumping and unauthorized encampments. AB 1435 aims to provide meaningful relief to these businesses by recognizing the public benefit of their cleanup efforts and supporting safer, more accessible commercial spaces.
 
A committee vote is scheduled for May 5.
